'96 Johnson 112 will not get on plain. (go fast)

The engine starts great, idles fine, but will not get on step. Was working great before this started. I have installed new powerpack, fuel pump, spark plugs, primer bulb. I have rebuilt carbs, checked timing and compression which are good. I have fire on all spark plugs. The throttle cables are new and set. I just don't know what else to check. I can putt putt along just fine, but would rather go as fast as it used to. Any help out there?

Is the timer base advancing properly and not sticking ??
