95 mercury 20 hp bogs at full throttle

I have a 1995 merc 20 hp had it for 2 years always ran like a champ now its bogging at full throttle can pull prime nob when it start to bog and it clears up long as knob is pulled. cranks and idles fine i have noticed my idle adjustment on side. of motor is maxed out and after running motor plugs are black and wet. any suggestions?
 
Have also cleaned carb multible times with seafoam but no change. also inspected fuel pump it looks good and replace line and prime bulb 115 lbs on both cykinders
 
You might have a bad ignition coil. You can find out by running it hard and letting it screw up for ten seconds or so, then IMMEDIATELY shutting it down and pulling the plugs.

Will one or both plugs be fouled ? Also does anyone know how many pin holes are in top of the carbthrote i can only see one was thinking there were. 3.
