95' Mariner stuck in foward

I changed the water pump on my 9.9 Mariner 95' and I turned the handle to forward after I put it back together and now its stuck there. I can not turn to neutral or reverse. What did I do wrong? I never started it.
 
I suspect that black plastic piece on the shift rod is not adjusted correctly. Back off on the clamp bolt and see if that does it.

I was hoping you were right cuz I had not put the plastic clamp back on. I put it back on in the same place and it did not work. I marked with a marker where it was before I took it off and replaced it in the same spot. What else could I have missed that its stuck? I tried tilting the motor in different positions.
 
Did you rotate the shifter rod when the LU was out? It's screwed in and is rotated for adjustment. Only way to adjust it is to drop the lower unit again. Sorry.

I did rotate it when I changed impeler. I took the lower unit back out and turn it and it did shift to reverse but when I pull to put it in forward it does not move. so now its stuck in reverse now. LU is still out. I should be able to pull the shift rod while lower unit is out right?
 
I don't know for sure on your 9.9HP But on the bigger motors the shift cam will fall off the end of the shift shaft and the lower unit needs to be dismantled to replace it.So hang loose 'till Jeff or someone who knows for sure gets back to you.
 
Is the problem in the lower unit or the linkages on the side of the motor ??--Did you shift it with the motor not running when the thing got stuck ??
 
According to the manual, the top of the shift shaft should be either 16 1/2 inches (short shaft) or 22 inches (long shaft) above the LU mounting surface (where it meets the drive shaft housing).
