I have a 1967 9.5 hp evinrude

I have a 1967 9.5 hp evinrude I installed new points and carb kit also cleaned reed valves check fuel pump the compression is 70 lb. both clinders the motor runs ok with the cover off when i put cover on it loads up I made sure foam is not in the way actually removed some of it think I have checked every thing please help

what should the compression be

what should the compression be or acceptable compression.It just bothers me that I can't figure it out.
 
Those had a rubber bellows for

Those had a rubber bellows for an exhaust from the exhaust casting to the outside clam shell. They would burn up with a water pump failure and that might also explain you weak compression.
