94 50hp Mariner tilt trim not working

I replaced the tilt/trim motor and reservoir and I can't get it bled. I tilt the motor all the way up and fill the reservoir till fluid flows out and then move the leg up and down. fill it again, put the cap back on and then all I hear is the trim motor whirring and nothing moves. Any ideas?
 
From the OEM Manual for a similar engine, larger in size, using the single piston PTT unit.

"Bleeding Power Trim".

1. Secure power trim unit in soft jawed vise. (vertical like when mounted on engine)
2. Add power trim fluid until it's even with the bottom of the fill hole. Reinstall plug.
3. Close the manual release valve (turn fully cw). (Release valve is a screwdriver slotted, hex. screw head, much like the fill port but smaller, and is around the right side of the unit and a little lower than the fill port.)
4. Using a 12v ps, connect + to blue and - to green and drive shock rod to the up position.....or as far as it will go.

[2 wire system. If 3 wire - would go to black (gnd)]

5. Reverse leads with + on the green wire and - on blue. Drive the rod down into the cylinder.

Repeat 3 times, checking the fluid level each time to ensure that the reservoir remains full. Full is defined as the height of the bottom of the fill plug threads....in short if you added more fluid from full it would drain out of the hole.

Continue this process until you can move the rod all the way up and down and the fluid remains constant at full.

If you already have the unit installed on the engine, I wouldn't take it off and put it in a vise. The process should do equally well installed.
