93 evinrude 115 very hard to start

My 93 115 acts like its flooded when starting. I'm suspecting the electric primer. Where should this be set? All the way to prime or run? or in between? Thanks
 
You need to have the red lever parallel to the primer. primer run position.jpg
 
Thanks Lenard! Just got back in and that's
where it is. It fired right up this morning with no problems. I can here the primer working when pushing in switch. The manual says run engine at 2000rpm's push in switch and rpm's should drop to around 1000. This does not happen. I guess follow manual for trouble shooting???
 
Sounds like a blockage in fuel supply to the primer or blockage in the small lines from the primer to carburetors.
 
You will need to hold the key in the pushed in position to richen up the engine. There is nothing wrong with the lines, because you were flooding the engine before with it.
