92 8 hp Johnson, runs rough from day 1, help

Purchased a 8hp Johnson new in 1992 and has never run good. It trolls nice, idles nice and runs good upto 1/4 throttle. At that point the power remains the same to full throttle. I have removed the plug wires while running and found it running on one cylnder. I reciently replaced the power pack and coil and it runs even worse. I removed the air filter and seems to run a little better. I have a carb kit for it, but really dont want to change it because I had a dealer put one in last year. Could it be my air filter? Help
 
20 years with trouble ??------Do a compression test first, report the numbers.----These are a very smooth running motor and it should not take long to figure it out.-------------Does throttle open all the way ?

I tested 80lbs in both, no the throttle opens to 3/4 of the way. I noticed that last night while the air filter was off. I played with it using my finger and it can run faster, just not sure if I should adjust it. Still dosent help me with the running rough, good thing the motor is rubber mounted. I also played with the set screw on the card and found the happy medium.
