92 30hp evinrude, cam roller marks and throttle blade cracking

Hi all
I have recently bought a punt that came with a 30hp that has been giving me problems. I am intending to upgrade to an electric start trim/tilt so have been trying to get it running right without spending too much cash. I just reglued the engine mounts that were destroyed by a different problem, but this has nothing to do with the current problem i am trying to fix.
The engine is hard to start so i cleaned the carb. This did not really help much and i have to keep pulling and pulling till she goes. I notice that when i pull up the fast idle lever the throttle blade does not get cracked?
Is this correct?:confused:
If i jam a stick or something under the roller to crack the blade then she starts just fine.
With the 9.9s/15/s (i am used to these) you get the blade to crack when it hits a mark on the armiture.
On this motor at idle and fast idle this armiture/mark do not meet each other at all. Also there are 2 marks very close to each other.
Should i just move the cam so the thottle blade is cracked at high idle and ignore the timing mark on the armiture?
Or should i be trying to get the marks to line up with the roller as the throttle blade cracks.
Are the marks for setting the engine with a timing light, and you just adjust the cam to open the blade at high idle?
The 2 pics show idle and fast idle settings.(left is fast idle, right is slow idle, so the roller never hits these marks atm) The marks are just to the right of the roller.

Post a picture of the rod that goes to the back of the motor.--A picture of the adjusting collar at slowest throttle may help.
 
Starting procedure is.
Prime carby, pump choke knob twice, pull it out, lever up to high idle, crank. The engine will run briefly (turn over on its own a couple of revolutions) before cutting out maybe once or twice. Pull hood, crack the throttle blade, and she starts fine. I don't think its flooding as it does try to start and the blade cracked gets her running. In the past i've had flooded motor's and they are a pain to get going after. This fires up fine i just think the throttle blade should crack a bit at high idle and perhaps the timing is out??? I think racerone is looking for the adjustment for the armiture so the marks go back behind the roller then hit it and crack it at starting position???
I'll be back down south with the motor in 10 days and can post a pic then.
The fuel tank is disconnected until i putter out into a deeper part of the inlet using a 15hp short shaft, then swap to the long shaft, so i don't think its pressure flooding it, good idea though.
 
ok. i am an idiot. I dropped the forward control off the throttle linkage and the armiture now goes past the marks. So it was the adjuster on the side of the motor that was done up too much. I can only presume that this was adjusted up fully to get her to start, the carby is soaking overnight, i might get time to put her together tomorrow and try to get the throttle to crack at the marks tomorrow.
When i pull up the fast idle lever, how far past the marks should the armiture rotate?
 
Carby went back on.
I tried getting the throttle to crack at the marks by adjusting screw #58 but this gave it full throttle far too early. This i used to set the wot.
I ended up wrapping a heap of electricle tape around the roller until the throttle cracked at the marks.
The outboard started up first pull on the muffs which made me pretty happy.
The one thing that pisses me of (assuming the cam does/was meant to indeed crack the throttle) is that in a 1970 odd 15hp johnson or evinrude has an adjusment to set this. What a great idea that was. If and when i pull the fly wheel again i might check to see if i can drill out some slots and make this one adjustable too.
