91 Mercury 9.9 fuel supply questions

Recently I've inherited a 1991 Mercury 9.9. It had been sitting for about 10 years without being started. I bought a carburetor rebuild kit and rebuilt it. I used a ton of carb cleaner and I carefully blew out all the passageways. I also made sure the jet was clean and perfectly clear. The engine starts now and pees but dies after about 2 minutes. I inspected the float and needle valve and they are in good condition. I'm starting to suspect my fuel line and connections. when I'm priming it (squeezing the bulb), is it normal to see a few drops of gas leak between the engine connector and the hose connector? It drips into the cowling when I'm squeezing. Also, should the fuel filter always be completely full to the top? I've noticed the engine quits when it gets down to about 3/4 full. The send and receive ports are at the top of the fuel filter unit. I'm curious how can it get gas if it isn't completely full all the time.

More info: I bought a new gas tank and I'm using fresh gas @ 50:1.

I think I've narrowed it down to my fuel pump. If anybody could answer my fuel filter question it would be helpful.

Should the fuel filter be completely full all the time? The engine will keep running if I keep filling the filter when it gets low.
 
Thanks for the reply. Should the connection between the engine and the external fuel line be air tight? When I bypassed the engine connector and went straight to the fuel filter it ran like a champ.
