"The engine runs fine, compression good, new plugs, etc. but when you give it full throttle it will not plane out. It just has not get up and go... Any suggestions?"

Are you saying that it never gets to plane/max wide open throttle - or that it just bogs and slowly works it's way up???

was the motor layed up for the off season/winter?

Did it ever get the boat up on plane or is this motor "new" to you and you don't know?

Just started this summer. Has been layed up since last summer. No problems last summer. Also stops "pissing" after a couple of minutes and the warning horn comes on...

Now that's valuable information - I would suspect that your impeller is bad and needs replacing.

That in turn is causing an overheat indication at the engine and the control module is restricting your rpms (possibly) to prevent the engine from getting damaged due to overheat.
