91 Evinrude 50hp power

Hi,I have a 91 Belgium restricted 50 hp evinrude,can anybody tell me the actual hp and how to derestrict it to get the full 50 hp.

I was going by the number and from that got Belgium Derated and assumed it was restricted in some way.

Find a shop with a test prop or dynamometer.-----That can be used to determine actual operating power.----Once you know that you might be able to do something.
