91 Evinrude 200xp low idle issue

I have an issue with it having a low idle miss and loss of power. Found timing off and changed plugs. But still have same problem. Better out of the hole and great top end. But misses and stalls on idle and in gear. An suggestions??

Do a cylinder drop test on it.

Thanks for reply. I actually did that and had 90 on all cylinders. I found today that the top jets were 46 and the bottom jets were 36 on all carbs but #6. It had a 31. Used a welding tip file to open it up to match the rest. Ran a lot better but noticed a miss still and a spark behind #4 carb throttle blade. Wounding if possible reed valve problem. I've been threw everything. What should timing be on low idle and full throttle be? Getting frustrated.
