"the engine will only rev to 4000 RPM then there is a aurge of power every few seconds. If I cover number 2 carb partially the power increases with RPM to about 5000. Could it be reed valves or broken piston skirt? Does anyone know how to intially adjust the 4 carbs, just as a starting point?"

its not injected but the parts

its not injected but the parts list says there is a switch on number 3 carb.
