91 60hp starting issues

have been working the bugs out of someone elses 2 happiest days now ours. been chasing igniton probs and all was good after many parts replaced. the motor runs lke a top but starting issues even after warmed up. to restart sometimes choke others not. carbs were cleaned, fuel pump rebuilt, and spin on filter replaced. 120 psi comp. on all 3. will idle in gear for a long time before loading up, at that point its a bog down and instant restart. but if i shut it off for 5 to 45 minutes it can be a bear to get going again and then other times not. how can this be i say. there has to be something simple i just know it. im no pro but not new to how internal combustion engines run. please tell me its a quick,easy,and obvious fix that i have over looked. thanks in advance
