91 60 hp Evinrude power trim wont stop

I have a 91 hp 60 hp evinrude that the power trim won't stop working unless I unplug it under the engine cover. I replaced the switch at the throttle and the wiring from the throttle to the engine and it intermittently starts to go up or down on it's own until I unplug it under the engine cover. Suggestions?

You don't perhaps have another switch for the trim do you? Dash mount maybe? The up and down circuits both use individual relays from every schematic I could find for that system. They are essentially their own circuits, only common is battery power and ground.
