90hp 2 stroke stuck in warning mode

Not far from dock I heard the sound of the buzzer next to ignition switch.
I found that the engine would not go above around 2000 rpm.
Returned to dock.
Repair manual says buzzer sounds when sensor in cylinder head detects
Engine overheated and then limits rpm to 2000.
Engine had not be running very long at idle when buzzer started. I removed
Wires on temperature sensor and buzzer stops. Engine still will not go
Above 2000 rpm.
Help, what's wrong with Engine now ??

Step #1 would have been to check water pump.-----It may have been a big mistake to run motor with sensor disconnected.-----Test compression.----Does spark jump a gap of 3/8" ( 1 cm ) on all leads?
 
The buzzer started as soon as motor was started, not possible to be
Over heated. When sensor was disconnected buzzer stopped. The engine
Electronics detected the sensor reading as to hot and then limited engine
Rpm to 2000. But when sensor said temperature was OK then engine
Still was held to 2,000 rpm. Water pump new and spray from side good.
Tried new spark plugs but no fix. I think I could go miles with no problems
At 2000 rpm. No sure about spark gap.
Seloc manual says temperature sensor fault keeps engine to 2000 rpm
Limit.
