"How do you set timing on 90 johnson 1997 on the top of motor? carbs are not opening sounds like its [loading up] and will not start, rebuild carbs,, gas is fine, good spark can you help me? thanks Tim"

It is done thru a procedure ca

It is done thru a procedure called link & sync. You really need a manual to do it properly as it must be done in certain steps.
