90 Evinrude 150HP - Carbs leak fuel when tilted up

I just rebuilt the top carb, yet when i tilt the motor all the way up, fuel drips out of the throats for about 3 min.
The engine runs fine when tilted down. No leaks. Only leaks when tilted up.
When I look deep into the throat, it looks like the fuel actually comes from inside the motor...and may not necessarily be from the carb.?
Left over fuel inside the motor?

Does the fuel float valve shutoff the fuel? If its not closing when the bowl is full it could overflow.

It is the nature of those carburetors to leak when full and the motor is tilted.-----No it is not coming from " inside " the motor.
