9.9hp to 15hp carb compatibility?

What would the performance impact be of swapping a WMC carb from a 9.9hp Mercury to a 15hp? Is this even possible? I have read about people seeking a performance enhancement by "up carbing" by putting a 15hp on a 9.9 but wondering if this is possible the other way around?
