9.9 throttle plate orientation

I took apart my 99 9.9 2s carb and ran it thru my ultrasonic washer. What I didn't do was look at the orientation of the throttle plate before it came apart. I think the notch goes as shown in the pic because there's a jet right there. Can anyone confirm? TIA

Let me add a second question. The carb flange has an o-ring. Do I use the gasket from the rebuild kit or not?
