9.9 not pumping water

I have a 1996 mariner 9.9M 2 stroke and it is not pumping water. I took off the outlet hose and where it connects to the motor it was full of crud so I cleaned it out. Also the hose itself had stuff in it as well. I took the bottom of the leg off to change the impeller however the impeller looks fine. I put the impeller back in and checked that when I turned the shaft the impeller was turning and it was. so I put it back together and tried it again and when the motor is running water is not making it up to the motor but just above where the bottom part attaches to upper part of the leg there are holes on each side and water is pumping out of there? What could be the problem. Thank you in advance

If I'm understanding you, you have water coming out where the lower unit attaches to the leg itself (so when you removed the lower unit to check the impeller, the water you see coming out is basically where that unit connects to the leg ??)

If so you could have seal/gasket problems on the water pump itself (there is a base gasket and a cover gasket), there is the seal in the cover (which wears out) where the drive shaft goes through and the water tube comes in.

Speaking of which, (sorry have to ask), you are certain you got the water tube into that seal correctly? If it "missed" on reassembly that could explain the problem.

If the water tube is installed correctly then I would be putting in a whole water pump "kit" - replaces just about everything (new base, impeller, cover, seals etc).

Not cheap at close to 100 bucks, but waaaaayyyyy cheaper than a new motor if you over heat and fry it.

Ok thanks, I first thought that I missed on the tube line up but that was not the case. I will try the whole pump kit. I was also wondering if it could be plugged up in the motor somewhere? if so how do you clear that out if that is the case

It is not totally uncommon to have some kind of blockage in the water channels particularly if the motor has been sitting. Wasps or other critters can get in and set up house or you could have salt, mineral build-up, mud/sand/gunk blocking the channels.

I have a little fitting I made up from a garden hose repair fitting and a guide tube from a water pump. With the lower unit off I connect a garden hose to the water tube and turn on the water.

If it flows well from the exhaust housing then that is a good indication the channels are clear. If not I leave the lower unit off, turn the motor upside down and then pour a gallon of vinegar (ya, the stuff you get at the grocery store for a buck or so) into the exhaust tube (you can see it down the leg, about as big around as a quarter - a long automotive funnel helps you get the vinegar in there.

The vinegar, which is a weak acid, is safe to all the "parts/seals" but eats minerals/salt.

I let it sit for 24 hours or so then flush with clean water. That "usually" cleans everything up.

There is commercial "marine" products out there that will do the same thing but the cost, in comparison, is significant.

Boy, are you lucky! I gave up trying to get a customer's 9.9 to pump water. Tore that thing apart from top to bottom, and put the LU back on several times, removed the T-tat, etc. Nothing worked. Didn't even charge him.

I changed the impellar and the gasket was good. This unit is 4 years old but has barely been run. Water is coming out from a hole on the front side but nothing is coming out the inspection hole on the back side.
