9.9 Nissan won't start - blinking red light

I am trying to get my mid 90's oil injected 9.9 Nissan running and it won't start. There is a little red light on the front of it that blinks quickly when I am trying to pull start it. Is this normal or an indication something is wrong therefore won't start? I am new to Nissan outboards. I cleaned the carb, and put in new plugs. The plugs have good spark to them and I even sprayed a little fuel into the cylinder and still hardly pops. Could the timing be off on it? It ran good a few weeks ago then I am guessing the fuel wasn't ran out and plugged up the carb but not sure? Any ideas?

What is your actual model/serial? I'm not aware of an oil-injected 9.9. You probably have a 4-stroke. The NSF9.9A was first made around year 2000.

The red LED is seen on 4-strokes, and will go out when the oil pressure is normal. It is magneto-powered, so it is expected to flicker when pulling, will likely light for a few seconds when running, then go out.

What method did you use to clean the carb?

Timing for the 4-strokes is not adjustable, but it could be out of time if you have a sheared magneto key, which typically only occurs on electric-start models with severely overfilled crankcase oil, or liquid-locked cylinders.
 
I guess it was a little late last night when I posted this... It is a Suzuki DT9.9C, sorry. I found someone else with another similar situation as mine and a guy recommended the sensor for the oil in the oil tank could be bad if it is sending a signal to kill the engine. I do have mine about 1/2 full of oil right now. If it would kill the engine when it is low or the sensor is bad there wouldn't be spark, correct?
