9.9 idles rough or not at all

I have a 2000 9.9 electric start. I have rebuilt the carberator. It starts hard - i have to pump the accelerator pump a couple of times and she will start, but I have to hold the throttle open until she warms up. At this point she will not idle when the throttle is in the start position. I have fresh fuel and all new fuel lines. Once she is warmed up, she will run at a little higher than Idle speed.

What do you think?
 
If you actually have an accel pump then this must be an F9.9 or T9.9 ? Since it won't run at idle and needs extra fuel to start, it sounds like the idle and primer circuits are still obstructed. On the other hand it you may have also an enrichment coil that is not closing the enriching circuit once you are up to temp resulting in you having to give it more air to keep it running. So what do you think? Rich or lean.
Or maybe this isn't a 4stk and you don't actually have an accel pump. Carb still not clean.
