9.9 HP Johnson - Sparking at the shift lock assembly stop

I got my 1974 running for a short while and noticed there was a spark at the shift lock assembly stop when I am in the start position. It is touching the piece that rotates when you give it throttle and sparks when they meet. I know this is not normal so I shut it down. Any idea what I can do to fix this? It sounds like a ground issue. Thanks.
 
I believe you are on the right track in suspecting a ground issue. First I would check for a ground on the timer base, between the "mag plate" and the block. Usually a black wire from under the flywheel to the upper block area.
 
I checked that wire and bolt where it is grounded and it was clean and tight with a good connection. Any other ideas?
