9.9 4 stroke head gasket.

I have a 14 prokicker and when I went to winterize it the oil has water in it. So drained it twice. Hooked it up to the muffs and ran for 5 min and was all milky again. So drained it and filled again. Its not condensation from running it for 5 minutes so im assuming its a leaking head gasket. Any other thoughts? I called a couple shops and they said could be many things but wouldn't share. But for 200 they will take a look
