9.8 Nissan won't start

I have been trying to get my friends 9.8 Nissan outboard motor to start (NS9.8B). It has been setting for about 8 months, I put in a new carb kit, totally cleaned all carb parts, and put in new diaphrams in the fuel pump and new plugs. I cannot get the motor to start. The plugs appear to spark, but I do not smell any gas on the plugs after trying to crank several times. The float bowl is receiving gas. I replaced the fuel hose, filter and tank and am using good gas. I can't figue out why the motor will not start.

any suggestions?
 
Clean the carb again...If you are using spray carb cleaner you might as well just stick the carb under your pillow at night and hope the Carb Fairy will clean it while you sleep. Take it apart, soak it in a one gallon pail of carb cleaner and try it again.
 
Further analysis indicated no spark from CD module. Is their anyone out there that has a used CD (black box) for this engine?
 
Before you go changing expensive parts, diagnose the entire ignition system, using your Factory service manual. Could be an issue under the flywheel or the CD, or wiring. Unless you just want to buy/replace all ignition parts, testing is the preferred way to go.
