removed old heat deformed and purchased a replacement but trying to install new one...after resealing lower gear housing along with replacing impeller

plastic piece wraps around 3/4's of driveshaft halfway up to power head...can't figure what's its purpose...unless for shaft vibration damper...only on long shafts.
