9.8 merc. not pumping water.

i have a 1984 9.8 merc. that wasn't pumping water so i replaced the impeller, and it still is not pumping. i can feel air coming from the piss hole, but no water. this is exactly what it was doing before i replaced the impeller. the old impeller had two of the blades missing, and the rest were pretty well worn. i cleaned all the loose pieces that i could find, blew out the passage ways with an air hose, and definetely put the stainless steel keyway back on the shaft. did i do something wrong, or could it be something else? would appreciate input to help resolve this problem. thanks rab1018
 
On some of these with " severe overheat " the plastic washer at the top of the water tube melts / folds over and blocks water supply to the motor.----------Power head needs to come off to inspect.-------Not a difficult job.------Replacement washer has better heat resistance.
 
thanks for your reply. i found the problem. i dropped the lower unit again, and noticed the pickup tube that comes from the top of the engine was not inside the fatter plastic tube that is connected to the pump housing. how stupid do i feel right now? anyway problem solved. thanks again for your reply. rab1018
