9.8 exhaust is hot

I just rebuilt my carb. Now when I test run in a bucket of water the exhaust is hot. I removed the shroud just above lower unit and bottom of motor and the area is hot. Is this a oil problem not circulating the oil? Oil level is good on stick and clean. Is there a oil filter inside?

Are you pumping water properly?
The strainer is inside the crankcase, accessible by pulling the power head.
