9.5 johnson recoil

I have a 73 Johnson 9.5 hp outboard. I had to replace the recoil So I picked one up from ebay. I installed it (the whole recoil). It engages the flywheel like it should but the recoil cord is not rewinding. Was I suposed to take the tension pin out to release the spring. The re-tighten the spring and put the pin back? Any help would be apreciated
 
You install the recoil.----------------No rope -----------------Then wind it up about 12 turns or maybe more.-----------------------------Counterclockwise using the slot for the hefty screwdriver.------------Pry the gear up and jam it up with say a pair of pliers.-----------------Install the rope and let it rewind.
 
Just finished repairing my 9.5 rewind.The outside spring of the double wound spring was worn through and the aluminum rod that goes through the spring had the end broken off.
I cut off the spring material that was bad(shortened it about an inch) and rebent it to fit in the hole of the bottom guide.
Then I renewed the end of the aluminum rod(it’s about 1/2 inch shorter )so the inner spring locks into it by redrilling the hole in the centre and cutting the slot to lock it.
A lot of fidely work but replacement parts are hard to find and expensive.
