9.5 Johnson cough with choke on won't run with it off

This is a 1964 9.5 modle MQ-10R. It has good compression, pumps water and starts easly. I have removed and cleaned the carb, but have not rebuilt it. This happens even when you are sqeezing the primer bulb so I don't think it's fuel pump or filter related. The rich-lean screw seems to have no effect on the problem. HELP!

You must remove the high speed jet ( orifice ) that is found behind the drain plug in the float bowl.----This jet is about 5/8" long and can be removed with a 3/16" diameter screwdriver.------Make absolutely sure this jet is clean.---------Having to use choke to keep it running clearly indicated a blockage in the carburetor !
