89 GT 150 j150stlcem Installing new powerpak

I am getting ready to install a new power pack and the instructions said to check for more then two volts on the kill wires. I checked the two black &yellow wires and they were good but i noticed that the tan wire which goes to the temp sensors had 9.35 volts with the key on That seemed odd this is the five pin plug that hooks to the power pack not sure why the temp sensors would have power. any ideas

When key is turned on voltage goes to the sensors.----When motor overheats the sensor goes to ground.----That makes the horn go whooooooey
