I have recently purchased this

I have recently purchased this on a Stratos boat. Bought boat over winter. Boat runs fine at idle and will rev up. Under a load the motor bogs and boat doesn't want to plane. Have a boat mechanic friend looking at it and he is leaning toward a stator. Any input ?
