89 evinrude v4 100hp won't turn off.

Hello,

I have an 89 evinrude v4 100hp motor that won't sit off with the key, safety kill switch... have to pull plug wires off.

Already replaced power pack (from a no spark issue) and the remote assembly (several issues required this to be replaced)

Any ideas?

Turns out the black/ yellow from the power pack want making a connection in the rubber sleeve.
