89 4.3 Stalling on Low Fuel

I have a 1989 Rinker v180 with a 2 barrel 4.3 mercuiser. My problem is when the fuel drops to 1/4 tank the engine starts to stall out at mid to high throttle. It will start surging then stall. The engine will start right back up.* When the throttle is lowered to idle it runs fine. Acts as if it is not getting enough fuel. When the tank is full to 1/4 it runs great. Thought maybe the fuel gauge was off but I have a 20 gallon tank and put 15 gallons in and the tank was full. Not sure if it is a filter, fuel pump or a carburetor problem. Appreciate some help as to where I should start looking.

Might be a problem w/the fuel tank picup tube. Pull it out and see if it has lost a piece off the end.

may only be a 15 gallon useable fuel tank , just because its stamped 20 gal, only 15 may be useable.
