My outboard was overheating. Looking at the impeller something doesn't look right.

Looks like an old impeller that was run dry!----Do a compression test.----If good install a complete pump kit.

My problem was whenever I would get on plane, I would lose the water stream and the temp switch would make engine surge. At low rpm it would start pumping again... could this be the culprit?

Okay, just returned from testing on the lake and the engine issue has been fixed. I installed a new OEM pump kit and the water stream was much better at idle and at higher RPMs. The old impeller was most likely cavitating resulting in an overheat and triggering the temp cut out switch.
