'89 150 hp Temp Warning

I've got an 89 150 hp VRO Johnson. When testing the hi temp horn this weekend, I found that the warning lights (chk engine, lo oil, no oil, temp) light up, and the horn sounds for about 30 seconds. After the 30 seconds, the horn goes off, and the lights stay on. Is this normal?? I'm used to the hi temp horn staying on until the temp dropped. The lights will reset once the key is turned off.

Anybody?? Could the strange light show be caused by not having the VRO hooked up? I would still think the temp horn would stay on until the motor cooled.

i have a 98 200 vindicator temp light has been on before after buzzer goes out till ignition cycle.
