So I did the fuel pump conversion and now it runs. Put in the water today and every time I either tried going forward or back the engine just died out. In the yard I could throttle it all the way out with no problem. But under load the engine bogs out and dies. No change in how quickly it dies off whether it's quarter throttle or full throttle. Dies in the same manner every time.

Have noticed that fuel was getting past the clamps on the pump so I'm gonna replace the clamps with new metal ones. Now the conversion pump to run premix fuel doesn't have a plug for the engine like the old one did.

Will leaving that plug from the engine not hooked up cause issues?

No wouldn't even crank with the other pump. I did see that there was a small amount of fuel leaking from the inlet and outlet lines on the new pump, cheap clamps, so my stepdad thinks it may be sucking air into the lines where it's leaking. A thought was do we need to loop the wires from the vro pump plug or does that not matter. My uncle thinks some type of fail safe is activating when I put the motor in gear

You start with a compression test and a spark check .------Sounds like motor is running on 2 cylinders.--------Winding up a motor in the yard is not an acceptable test and means nothing as already stated !
