88 force still getting hot

My buddy's force is still getting hot. We have checked the water flow throught the motor with a garden hose, and it comes pouring out. When we put the lower unit on we get some flow, but not alot. WE put in a new impeller and lower unit seal kit. We put the white lower unit from his 84 5ohp force onto the 88, because we got the 88 with the motor and foot only. The part ID says the lower unit case for the 84 and the 88 are the same - just painted a different color. When the boat is out on the water we can run it at about 1/2 throttle or idle and it does good. If we go any higher than that it over heats. I personally own a suziki and we noticed that the water inlet for my motor is considerable larger than his....less than half actually. Once again I have to ask for HELP! ARRRRRRRRRRRRRG this is so frustrating."

Check if that model is equipped with a water pressure relief valve. Per my Chrysler Seloc book if the pressure relief valve becomes stuck shut due to various reasons "will result in powerhead overheating at high rpm" Per Seloc, "This is a VERY common problem on older powerheads""
