88 Evinrude Tach not working

Bought 1981 Mako with 1988 Evinrude 110 that had been out of service since 2009 in May 2017. Got engine running after purging fuel system and rebuilding carbs. Tach didn't work although continuity from grey wire on tach to grey wire on engine terminal strip was good. Pulled flywheel and installed new water cooled regulator/rectifier and checked stator which showed no ground faults, continuity and ohms in specs. Tach and, apparently, charging circuit still not working after all that. All connectors checked out OK. Checked Terminal block at engine for possible ground faults and voltage drops and found low voltage (+5vs) at purple ignition wire at terminal block. I assume the voltage regulator receives power, when ignition is in "run" position, from purple wire. My thought is the purple wire should have battery voltage, 12.5v+, when ignition is turned to "run" position. Could the problem be a bad ignition switch? Can someone reply and verify what the voltage should be at purple ignition wire on terminal 7.
