My motor will run with muffs but when I put in water or tank will not run until I turn idle all way up

Your only running on 1 cyl.
Check for spark, if spark, go thru carburetor.

Thanks Cleaned both carbs and put spark tester on both I've replaced fuel pump primer solenoid fuel lines fuel manifold been trying everything

With it idling. Pull 1 plug wire off & note what happens, reattach wire. Then repeat on the other cylinder.

What was the issue? Having the same issue with my 85.

787----Start with a compression test.----Post the actual values .----Use a quality gauge.

I cleaned the carbs twice then cleaned the reed valves I was able to get the idle down to normal when in water you can't use muffs doesn't put enough pressure on the exhaust good luck
