87 8 hp primer handle

New to repairs on Merc 8 hp. S/N indicates it is 87
I note that when I pull choke handle out, the primer finger does not depress the primer.
Is it supposed to depress the little primer "button"?

Also, when I turn the idle knob from Fast to Slow, I discern no difference in idle speed.
Am thinking adjustments are needed. Correct?
 
Yes it should depress the primer. Make sure it is assembled correctly, when you install the knob the plunger arm for the primer has to be in the slot. Is the wire connected under the flywheel correctly for the fast idle.
