'87 60hp Hard to Start when Cold

Yes, somewhere in the primer (choke/enrichment - whatever you want to call it).

How long do you hold in your key to "choke" before you try to start? If it's only a couple of seconds, try 5 or 10. If it makes no difference, as tonyaus suggests the enrichment solenoid is probably toast. If it does improve things you may simply have some "gunked up" hoses (little tubes) in the enricher..
 
I checked the choke solenoid and it does move something on both carbs. I also raised the manual choke and it also moves the same as the elecrtric choke. In regards to spark test, compression test on the cylinders, when were you're carbs last cleaned, I am making an assumption that when the motor does start, it runs extremely well thus sokmewhat eliminating these items at this time. What I failed to mention is after stopping for an hour or so, it becomes difficult to start again. I will check th little tubes in the chock that was mentioned...
 
Something moving on the carbs when the choke is activated, tells me you dont have and '87 model...
Post up your model number so we know you have there...
 
Sorry... My mistake... for some reason I assumed you had a johnson/evinrude....
And yes something should move on that model engine....

I have found a few of these engines that dont like to start cold when the warm up lever has been activated...
Try just hitting the choke and cranking without giving it any throttle...
Otherwise, you may need to remove the enrichment valves and clean them. These are on the port side of each carb held in by 1 screw. They have a linkage joining the 2 valves together...
 
This is an update. I finally got to try out the pontoon again. What I found was to leave the throttle in the idle mode and choke as necessary. Just like tonyaus suggested. Good Stuff! It now starts every time. Many thanks to all who responded and especially tonyaus.
