86 merc 35 hp high idle

Ok bought this boat, missing carburetor, suposedly it was sent out for rebuild, never got it back. Found used carb, cleaned and i put new needle and seat, adjusted float level. Engine runs but it revs between 2k and 4k rpms. Throttle plate completly closed! Note also water pump is bad but want it running right before tearing into that.

A 2 stroke will high idle if it overheats but not that high...doesn't sound like your issue but worth mentioning. Did you set the idle mixture screw back to factory settings? What about your linkage sychro? Check Timing advance at idle?

Don't know what factory setting is for idle mixture screw but turned it out and in an 1/8 in at a time with no change. Was thinking about timing next

Better fix water pump....or you won't have to worry about the fast idle anymore.
