86 50 hp Johnson Trim and Tilt

I have a 86 50 hp Johnson with Trim and Tilt. the trim and tilt goes up fine but leaks down and will not hold in the up position. The electric motor runs fine in both directions, the fluid level in corrct. Thanks for any suggestions.

Is the manual release valve closed tight ??

Yes it is closed. SO tight I off one tab.

I broke off on side of the screw. IT IS closed!
