Ok when low speed and low rpm say no wake zones and docking and loading and unloading. It growling cluncks the entire time until you bring it up to speed. No metal in lower end oil

We need more information.

Do you have the engine model number?

I am just a little confused. You say it is ok at low speed but the clunking does not go away until getting up to speed? Does that mean its clunking the whole time at low speed?

Either way the clunking is likely coming from the dog clutch. It has likely either become damaged or the shifting mechanism needs to be adjusted. Both can cause clunking sounds. Just because there are no metal particles in the oil does not mean that you do not have damage. You might need a new dog clutch. You definitely need to get to the bottom of the issue before you continue to use the boat. If its just an adjustment you can save yourself from wrecking your dog clutch. If you do need a dog clutch and you have metal chunks hanging out in your lower unit then running the outdrive can cause serious damage.

Has any work been done recently? Did you check the forward/ reverse shifting adjustment?
