85 Merc 25hp excessive gas from carb needle...HELP

I had to seal a warped fuel bowl to the carb and gas no longer leaks out. However I can no longer start the engine. It seems like excessive gas come out the fixed carb needle. Now and then the engine will start but dies within seconds. Gas spills out of the needle. If I wait 15 minutes or so it will start briefly again and die. While turning the engine over gas squirts out of the needle.

When I had the fuel bowl apart the float moved freely so I figured it was okay. Could this be the problem? If it is, parts are no longer available including a new fuel bowl and gaskets.

I also noticed the grass underneath the prop was black with oily water. Or could this be carbon? Thanks in advance for any diagnosis.
 
Unfortunately I've looked and called everywhere for a new fuel bowl and float. Same answer "obsolete" part. Thanks for the suggestion though. From what little I offered, do you think the float could be causing this? The float depresses easily with finger pressure and rises after I remove the pressure. Is this not a good indicator to determine whether the float is sticking? I assumed that it dosent based on this nimrod test. My engine repair manual also talks about the float needle leaking? I looked at the float needle and don't understand this statement. The needle appears to be solid steel. What does it mean "it could be leaking"? I understand what the float does, but I guess I'm not clear on how the needle works?
 
If you truely have a 1985 model you have lazy dealers - both bowls and floats are "currently" stocked items according to Merc (for both models of carbs used on the 18/20 and 25 horse models between 1984-87)

I show the bowls listed at about 50'ish bucks and the float at about 8 dollars...
