85' merc 25 hp wont run

I have a 1985 xd merc 25 hp that will start but not idle or even run. I recently had the carb rebuilt and was told it was good to go. The only way it will keep running is if i pump the bulb every couple seconds.

There is something wrong in the carburetor / fuel pump.
