85 Johnson. 20 hp. Removing starter

Hi there, helping a friend with a 20hp Johnson model j20elcos. Trying to pull starter to pull carb. Where is bolt #3? Cant find bolt #3, we don't have a manual, otherwise this would be easy. Any help would be greatly appreciated.

There is a nut in the front beside the carburetor and two other bolts.-----Not sure why this would be a problem.
