85 hp evinrude trouble starting

My 1973 85 hp evinrude (model #853931) is not starting easily. Once it is warmed up it starts fine. I have to use starting fluid to get it to start. I have changed the spark plugs and have run carb cleaner through the carb. I have not taken the carb out and cleaned it.
 
So it runs fine once you get it started? I don't think cleaning the carburetors is the solution. First check the choke. Is it slamming shut tight? Second, check the warm-up throttle setting. Maybe you aren't giving it enough throttle. Um......1973, eh? Is there any goo running down from under the flywheel (like melted charge coils)? 1973 motors had that problem.

choke seems fine, plenty of throttle
